The Whirl of the World marqua les débuts de Sigmund Romberg à Broadway. Bien que ses contributions à ce spectacle ne soient pas particulièrement marquantes (Variety déclara que la musique n’était pas «digne d’intérêt»), Romberg allait bientôt devenir l’un des principaux compositeurs d’opérettes à Broadway.

L’intrigue légère de la revue tourne autour du jeune Américain Jack Phillips, qui parvient audacieusement à intégrer le très select Amber Club en usurpant une identité. Jack fait alors un pari avec le Marquis Tallyrand: il affirme pouvoir convaincre trente jeunes femmes en trente jours d’écrire leur nom dans son petit carnet rouge et de lui jurer fidélité.
Le marquis tente de faire échouer Jack en usant de divers stratagèmes, notamment en révélant la nature du pari à Fifi. Outrée, celle-ci jure de ne jamais signer le carnet, ce qui empêche Jack d’atteindre son objectif, puisqu’il lui manque une signature pour gagner le pari.
Finalement, Jack réussit à la séduire, et Fifi finit par signer, lui permettant ainsi de remporter son pari contre le marquis.
